We follow what is called the 'inverted pyramid' structure while writing or editing material for the net. This is also what good newspapers do with news reports - and for sound reasons. It works like this: 
Write the most important information first, backing it up with the important details. Then go on to things like background and related issues.
The reasoning: Readers may or may not have the time or inclination to read an entire report. So if the most important information is provided at the top there is a good chance they will get a gist of your reports. Some of them may read further.
We think that following the inverted pyramid structure is crucial for web-related writing. Internet users are an impatient lot, and have much greater choice than earlier readers.
